Open-Air Burning Permit Procedures to Change

For many years, residents wishing to have open fires on their property have been required to hold valid burn permits for this activity and to call a dedicated “burn line” that operates under a contract with the City of Peterborough when they start to burn and again when the fire is extinguished.

The township has recently been notified that this automated system is about to self-destruct, having outlived its life expectancy.  Because of newer technologies now used in the communication centre where these calls are received, replacing the current system is not considered a reasonable option.

The news of the pending demise in this system prompted a review of the entire administrative process surrounding burn permits in the township to find ways to reduce the administrative burden while protecting all safety issues around open air burning.

After an examination of an alternative software platform currently being used by other fire departments, Chief Balfour recommended to Council last week that the township adopt the new technology called “Who’s Responding”.  This program will be accessed through a link on the township’s website and will allow residents to purchase their permits virtually.  Permits will also be available for purchase in person at the township office and at the two township library branches.  Under this new system, permit holders must still call before they start the fire, at which time they will receive clear instructions on what they may or may not do based on the existing burn restriction at the time.  This call will prompt the new technology to note an active burn on an integrated map of the area which will be available to Fire Department staff.  Residents will no longer be required to call after the burn has been completed. Permit holders will be able to choose to receive real-time notifications regarding burn bans or burn restrictions that would apply to their situation through text message, email or automated phone calls.

Current fees for burn permits and the types of permits available for purchase will not change.  The 2023 rates are $10 for campfire, $25 for brush and $50 for special permits.  The timeline for the adoption of this new program has not be established, but is expected to occur in the coming months and will be announced by the township prior to its implementation.  KG
