Having served 15 years as Cavan-Monaghan Fire Chief and emergency management coordinator, an additional 20 years as volunteer firefighter with the department and on by-law enforcement, as well as 5 years as director of water and waste water services and as the only candidate living in the ward I understand what concerns this area.

In the past I have often dealt with Council as a member of staff and have an understanding of how Council works.

Ward 1 is a key part of Cavan-Monaghan Township and has employment lands that have the potential for job creation and with the residential development taking place in our community there is a need to attract and retain businesses.

There are issues with the Peterborough airport that will require an understanding of the needs regarding water and waste water services for the successful operation of the businesses located there.  My history with the township in that capacity will be an asset.

We need to plan for a sustainable and responsible economic and environmental future.  My experience working on budgets for the fire department and my experience with water and waste water will be helpful.

Cavan-Monaghan is very special, but we are at a cross-roads. Unchecked piecemeal development is ruining what is special, does not provide the services we need and will not pay for itself.  While some change and development will come, we owe it to our children, families and seniors to keep our Township a special place.

The cross-roads also includes irresponsible statements about annexation by some Peterborough politicians.  Annexation would threaten how North Monaghan residents want to live, and undermine significant economic opportunities we have in Cavan-Monaghan.  I am fully against annexation.

At the same time Cavan-Monaghan is a bit of a disconnected community. This is a main reason I am running.  For example, today our Town Council has five Committees that include residents, but two of these Committees are only about Millbrook and another two are largely about Millbrook.  I propose three new Committees to bring much more focus on the needs and issues facing the entire Township:

– an Agricultural and Rural Lands Committee

– an Airport, Airport Lands and Industrial Lands Committee

– an Environmental and Watershed Committee

Housing development can’t just be endless sprawl, but must include job creation and affordable housing. Cavan-Monaghan Council should create detailed written Site Plan Control rules, based on good models elsewhere, to guide future development.  Also, it is not enough to have an Official Plan, Cavan-Monaghan should have a permanent project to create a five year and 10 year detailed vision document, far beyond the official plan.  The new committees I’ve proposed would be the key to making this happen.

I am an experienced lawyer and business person.  I have no investment property, relationships with developers or other conflicts. I just want what is right for our community – for our families, our children and our seniors.
