In a whirlwind session that lasted just 50 minutes, Cavan Monaghan Council confirmed David Franco as a member of the municipal Heritage Committee, turned down the request made by Cayuse Creek Ranch for funding application assistance for the Pan American Endurance Series, okayed a list of Community Funding Grant applications, adopted a new procedural by-law, confirmed new Terms of Reference for the four Committees of Council, and took a step forward in the Community Centre/Arena process. The meeting probably could have come in at three quarters of an hour but for the learning curve presented by new microphones which, at intervals, reduced proceedings to the level of a comedy routine.
