Last fall, Council dedicated authority to apply for a grant to help offset expenses incurred during the March 2025 ice storm to the Director of Finance/Treasurer Officer Kimberly Pope to expedite the application process. Under this program, municipalities could be reimbursed for up to 75% of costs directly linked to their emergency response, cleanup and infrastructure recover efforts that exceeded normal operating budget limits and were not covered by insurance.
The municipality tracked those costs and applied for a grant under the Municipal Ice Storm Assistance Program(MISA) that was launched by the Ministry of Municipal Affairs and Housing to support municipalities. Initially the municipality identified expenses that would have resulted in a grant of $67,500,however the program also allowed cost recovery for reallocated expenses and incremental costs for the use of the claimants own equipment.
In mid-March, the province notified municipalities of their grant approval amounts. Cavan Monaghan will receive a grant of$174,000 to offset unanticipated expenses incurred during the ice storm. These funds will be funneled back into emergency reserves to enable the municipality to be better prepared for future emergency events
