ORCA Fence Seen As Bandaid Solution

In a press release issued on May 2, the Otonabee Region Conservation Authority (ORCA) announced that “In response to public safety concerns, Otonabee Conservation has taken steps to temporarily restrict public access to the Millbrook Dam.” The press release goes on to say that the fencing will be in place until “such times as the hazard is eliminated or mitigated”.
